**Overview**
We are seeking a driven, consultative Regional Sales Manager to independently own a multistate territory and lead the full sales cycle for SAMS. This role is responsible for developing territory and account strategies, generating and advancing pipeline, building relationships throughout utility organizations, navigating complex procurement and RFP processes, delivering credible first\-level product demonstrations, and closing new business. The Regional Sales Manager will also support renewals and identify cross\-sell and expansion opportunities within assigned customer accounts. Success requires independent territory ownership, strategic thinking, strong communication, disciplined sales execution, and persistence across long, multi\-stakeholder sales cycles.

**Responsibilities**

* Own an assigned geographic territory as a business, including developing and executing a written territory plan that identifies priority utilities, target segments, key relationships, and account\-specific strategies.
* Achieve or exceed annual new ARR bookings targets by building and maintaining sufficient qualified pipeline through direct prospecting, SDR\-supported outreach, inbound opportunities, referrals, and other appropriate channels.
* Coordinate closely with assigned SDR resources to establish account priorities, target personas, messaging, outreach strategies, and a consistent territory and pipeline\-planning cadence.
* Lead consultative discovery with utility stakeholders to understand operational, compliance, reporting, technical, procurement, and business requirements; build relationships across users, managers, IT, procurement, and executive sponsors.
* Prepare and deliver customer\-specific presentations and credible first\-level demonstrations of core SAMS workflows, involving Sales Engineering when deeper technical discovery, configuration, integrations, or scoping are required.
* Develop and execute opportunity strategies for complex, multi\-stakeholder sales cycles, maintaining clear decision criteria, stakeholder maps, next steps, procurement requirements, risks, and close plans.
* Own RFP responses, proposals, and procurement submissions from initial bid decision through final delivery, coordinating accurate and timely input from Sales Engineering, Implementation, Product, Finance, Legal, and other internal teams.
* Maintain complete and current CRM records, opportunity stages, values, close dates, next steps, forecasts, and account intelligence; identify risks early and communicate changes promptly.
* Partner cross\-functionally to develop accurate pricing, scope, commercial terms, and post\-sale handoffs while communicating product capabilities, limitations, and customer commitments accurately.
* Support assigned customer renewals and develop cross\-sell and expansion opportunities across additional SAMS modules, departments, facilities, and use cases.
* Stay current on SAMS product capabilities, customer use cases, competitor offerings, utility procurement practices, and relevant water and environmental compliance trends.

**Qualifications**

* 4\+ years of quota\-carrying B2B software sales experience, including ownership of the full sales cycle.
* Demonstrated record of meeting or exceeding sales targets and generating qualified pipeline independently.
* Experience managing long, complex, multi\-stakeholder sales cycles.
* Strong territory planning, pipeline management, and forecasting skills.
* Excellent written and verbal communication skills.
* Strong organization, process discipline, prioritization and multi\-tasking abilities.
* Proficiency with CRM and productivity tools.
* Bachelor's degree or equivalent practical experience.
* Ability to travel for sales activities including conferences and client visits.

**Preferred Skills**

* Experience selling to public utilities, municipalities, government agencies, environmental compliance organizations, or other regulated entities.
* Experience selling complex compliance, operations, data\-management, or workflow software to enterprise customers.
* Knowledge of water or wastewater utility operations, regulatory compliance, or systems such as SCADA, GIS, LIMS, CMMS, and regulatory reporting platforms.
* Familiarity with municipal budgeting, formal procurement processes, competitive solicitations, and government contracting timelines.
* Experience driving customer cross\-sell and expansion opportunities.
* Experience working effectively with remote and distributed cross\-functional teams.
