**Who You Are**

You’re a seasoned GovCon business development and capture professional who has built pipelines and win strategies for small businesses, not just watched it happen from inside a large prime. You’ve made a business of bringing BD firepower to clients and agencies like ours, and you know how to plug in fast, deliver, and manage your own scope and hours.

You’ll serve as an embedded BD lead for Summit’s small\-business GovCon clients. This is a doing role as much as a thinking role: you’ll advise owners directly and push back when the data says walk away, and you’ll also be the one building the strategy, standing up the pipeline, qualifying opportunities, and keeping the opportunity list alive week to week.

**Who You’ll Serve**

Summit’s small\-business GovCon clients: firms with strong capabilities and past performance, but limited internal BD bandwidth. They can’t afford to chase everything, and a single bad pursuit decision burns resources they don’t have to spare. Your job is to help them punch above their size: spend their limited time and dollars only on pursuits they can realistically win, and build a steady pipeline instead of reacting to whatever drops on SAM.gov that week.

Some engagements are solo: just you and our client contact, getting it done. Others are collaborative, working alongside Summit teammates who serve the same client on marketing, brand, proposals, or team training \- especially our retainer clients, who have deep, integrated, multi\-year engagements with us.

**What You’ll Do**

* Build and maintain each client’s BD strategy, grounded in their capabilities, past performance, certifications, and growth goals
* Map each client's capabilities to how the market actually buys \- identifying target agencies/customers and building a clear go\-to\-market strategy, not just a list of opportunities to chase
* Stand up and manage a live opportunity pipeline: forecasts, agency targets, contract vehicles, and teaming prospects
* Build contract vehicle fill strategy once a client wins a GWAC, IDIQ, MAC, or GSA MAS \- turning the win into a task order pursuit plan that generates revenue instead of sitting idle
* Surface and qualify opportunities continuously via SAM.gov, HigherGov (or similar), agency forecasts, and/or SLED sources
* Drive bid/no\-bid discipline with structured go/no\-go frameworks
* Identify teaming partners, primes, and set\-aside angles (8(a), SDVOSB, WOSB, HUBZone) that match each client’s positioning
* Translate strategy into a prioritized opportunity list tied to win probability and fit
* Guide capture planning, stakeholder engagement, and pre\-RFP positioning so clients are known to buyers before opportunities drop
* Advise owners candidly, including recommending against pursuits that don’t make sense
* Manage engagements within approved scope and hours, coordinating with Summit’s proposal, marketing, and strategy teams as pursuits mature

**What You’ll Bring**

* 5\+ years of hands\-on experience in federal business development, capture, or growth strategy
* Direct BD experience with small\-business government contractors, including set\-aside strategy
* Fluency in the federal market: agencies, contract vehicles (GWACs, IDIQs, MACs, GSA MAS), procurement cycles, and forecasting tools
* Hands\-on proficiency with SAM.gov, GovWin, and similar market intelligence sources
* A track record building pipelines and running bid/no\-bid processes
* Comfort advising business owners and executives, with the confidence to push back with data
* 2\+ years working as a freelance / 1099 consultant in a remote setting
* Clear communication, accountability, and comfort working autonomously across multiple clients

**Bonus Points if You Have**

* SLED (state, local, and education) market experience
* Proposal management or proposal writing experience (the unicorn skill set)
* APMP certification (Capture Practitioner or higher) or active membership in APMP, NCMA, AFCEA, or SAME
* Experience working in client CRM environments (Salesforce, HubSpot, Deltek, Unanet, Pipedrive, NextStage, etc.)
* Experience with AI\-enabled capture and market intelligence tools (Govdash, GovEagle, Procurement Sciences, etc.)
* An existing network of primes and partners you can activate for client teaming strategies
* Familiarity or proficiency in: Asana, Harvest, Microsoft Teams/SharePoint

**Compensation**

Hourly rates vary based on experience and scope; we work with independent consultants across a range of market\-competitive rates. This is project\-based work, so hours are not consistent or guaranteed. Workload is flexible and as\-needed, with the expectation of high responsiveness during project cycles.
